A Leo natally, at 15 degrees, Jupiter is transiting conjunct, 16 Leo on election day. The election in 2002 occurs during a new moon, which brings added solar emphasis. Natally, the two planets are not in angle, with a Jupiter placement at 27 Virgo. His progressed 11 Libra Sun is just now extending beyond conjunction with progressed 8 Libra Jupiter.
In 1993, President Bill Clinton asked Bowles to head America's Small Business Administration-- progressed Sun was at 2 Libra, progressed Jupiter at 6 Libra. In 1996, President Clinton asked Bowles to be his Chief of Staff--P Sun at 5 Libra, P Jupiter at 7 Libra. In November 1998, Bowles resigned as Chief of Staff and returned to his business responsibilities in Charlotte-- P Sun conjunct P Jupiter.
What this means is that the issues that decide the election in 2002 for Bowles will be this time period of the porgressed wax to conjunction cycle of the Jupiter and Sun placements. I would forecast that up against Dole, he will have quite a bit of star power to match hers, but will need to successfully win the battle of ideas portraying the picture of he did during his tenure with Clinton.
