It would not surprise me a bit to see the NY redistricting effort this year go to the courts. With Pataki putting out a plan that eliminates 2 Democrats, it moves the process a bit more in that direction. With the potential that congress could be decided by a single seat, these 2 seats that NY is losing mean a lot. It's also telling that the GOP is apparently not so sure about their gains on redistricting, as they have long been wanting to state the NY case as one where both parties need to lose one seat, yet now are trying to gain 2 there. With pressure coming out of DC, I can't imagine the parties coming to a concensus on the elimination of 2 seats. As the article states, it's to the Democrats advantage to let it go to the courts anyway.
