Here's the article. Overall, Mehlman's picture of 2002 is quite muddled. However, Rove clearly has his eye's on the 2004 election, and this presentation gives away a lot of his inner workings, some of which I mention in the article.

As to why Rove thinks CT is leaning to Bush in 2004, even though it went to Gore by 19% in 2000.

Perhaps they want to try and win Bush's home state, New Haven and all. Rove is infatuated with the Bush family history, so he and George are probably on a quest of winnning the state.

No. I think that he believes that due to WTC calamity Connecticut would go for Bush and NY is also in play. As of now, they are right. But, if Bush does not turn around the economy, he would have a tought time winning Ohio let alone win CT.
