2002 Mid-Term Election Day Notes

First, the weather: In Minnesota, it's snowing, "with the worst driving conditions being in the south metro Twin Cities areas. Carver County, which seems to have it worst, went for Bush by over 20% in 2000, as did neighboring Scott County."

In Florida, mostly Sun, scattered clouds, and warm in the south and central part of the state. In the panhandle, where Bush needs to do well, Pensacola has the storm incoming, with tornado warnings now in effect.

In Texas, there had been flooding in Houston, though the storm has passed now, the heavy rain over southeast Texas in the last 24 hours is moving away from the region.

Rain stretching from New Orleans across most of Alabama, central and northern Georgia, central and eastern Tennessee, western South Carolina, central and eastern Kentucky, central Indiana and Illinois. Towery of InsiderAdvantage says:

The weather could be the deciding factor, Mr. Towery said.

"If it rains, the congressional race could become tighter because - contrary to what everybody says - they always like to think about Georgia in the 1920s. And we're not in the 1920s anymore.

"Usually when it rains, Republicans and white candidates suffer, and African-American and Democratic candidates do better. A lower turnout always inures to the benefit of a Democrat/African-American candidate. That is historically supported by virtually every election in the 1980s and 1990s in Georgia."

Yesterday's IPSO-Reid poll, showed Democrats having a slight 2% edge over the Republicans among hardcore voters, which becomes emphasized when voter participation is at it's lowest.
