Probably congratulating Saddam on his hatred of the Iranians. No one ever said the military-industrial complex was smart...maybe that's why Eisenhower had such a problem with it. Just like FDR said about Nicaraguan dictator Somoza (or another Democratic president - LBJ - said about Marcos): "He's an SOB, but he's OUR SOB." Back then, after the Iranian hostage situation - Hussein was thought to be OUR SOB. But now Hussein has the capability to kill many Americans... so (in the complex arena of world politics) his time is almost up. Specifically from 1977 to 1985 he served as Chief Executive Officer, President, and then Chairman of G.D. Searle & Co., a worldwide pharmaceutical company. From 1985 to 1990 he was in private business. Rumsfeld was in fact acting in an official capacity at that time (don't remember the exact title). When both countries started selling oil for every expensive and dangerous weapon they could have they did consequently the price of oil fell to the level which the Americans wanted, so the war ended. Saddam was given a free hand to do as he pleased - in 1990 the US allowed him to capture Kuwait which was a trap. America wanted all the weapons it sold him back. First they stole the weapons then conquered Iraq.
